Job Description: The Navy POM Data Analyst will assist the Chief of Naval Operations Directorate for Information Warfare (OPNAV N2N6) to carry out its fiscal duties and responsibilities associated with Program Objective Memorandum (POM) development. This position will consult government personnel in all functions associated with Planning, Programming, Budgeting, and Execution (PPBE) requirements generation, capability development processes, programmatic analysis, oversight, and resource allocation.

Responsibilities shall include:
- Conduct programmatic and financial data analysis using Microsoft Excel Spreadsheets and applicable Department of the Navy (DON) and Department of Defense (DoD) financial databases.
- Review and analyze Congressional, Office of Management and Budget (OMB), DoD and DON requirements, programmatic and budget guidance.
- Assist the development of PPBE options and courses of action.
- Prepare papers, reports, and briefings that present or summarize PPBE issues and trade space.
Qualifications:
- Minimum 15 years overall experience (Active/Reserve Duty, DoD Civilian, or Defense Contractor).
- Minimum of 3 years’ experience using at least one of the following systems: PBIS, RAPS, SNaP, or other similar DoD programming management database.
- Proficient in Microsoft Office (Word, PowerPoint, Excel, Access) with advanced MS Excel preferred.
- DoD PPBE and POM development experience.
- Experience with Naval concepts is highly desired.
- Minimum of bachelor’s degree from an accredited college or university.
- Bachelor’s or master’s degree in Data Analytics, Operations Research, Computer Science, or related technical field preferred.
Qualified candidates must possess an active DoD Secret Clearance.
