Navy OPNAV N2/N6 Cybersecurity Policy and Network Security Analyst

Job Description:  The Navy OPNAV N2/N6 Cybersecurity Policy and Network Security Analyst will be responsible for ensuring that technical and/or financial solutions and schedules are implemented in a timely manner by executing project plans and monitoring performance. The Analyst will provide updates on project progress to management. Will resolve project staffing and planning issues, and work with agency/department resources on implementation issues. Manages staff assigned to the project. Conducts preliminary quality assurance over project deliverables and activities. Delivers presentations and leads client meetings.

Responsibilities shall include:

  • Review Navy compliance with Federal Information Security Management Act (FISMA) requirements and take proactive steps to ensure compliance levels consistently exceed defined thresholds.

  • Track Assessment and Authorization (A&A) statistics for all Navy commands and recommend actions to ensure all network owners are actively engaged in maintaining network security through system certification.  Support DDCIO(N) in scheduling recurring reviews of system accreditation paperwork among Echelon II CIOs and DON CIO, as appropriate.

  • Consider, investigate, and recommend improvements to the Navy system accreditation process.

  • Investigate and assist in resolving issues with Navy’s Authorizing Officials Council

  • Draft, present, refine, and track actions for the Cybersecurity policy senior leadership and DODIN working groups. Provide working group support as necessary.

  • Support the development of Cybersecurity Policy, using the official Navy tasking system when official tasking is required.  Coordinate policy development across Echelon II CIOs and other stakeholders as directed.  Monitor the SIPRNET tasking system for Navy Joint Actions Control Office (JACO) tasks; coordinate with N2N6 action officer to deliver pending taskers by the suspense date.

  • Produce various reports, briefs, charts, naval correspondence utilizing Microsoft Excel, Access, Outlook, PowerPoint and Word.

  • Prepare letters and memoranda for forwarding to higher authorities and outside organizations per applicable government directives, instructions, and writing guides.  Maintain records or files of correspondence.

  • Coordinate presentation of Navy security issues and initiatives to the DSAWG. Investigate initiatives proposed by all Navy commands for compliance with security guidelines and risks to DoD networks. Assist N2N6 in evaluating impact and risks of proposals from other agencies regarding IA and network security. Support government attendance at DSAWG with meeting preparation, note taking, and tasking of action items to appropriate organizations.

  • Assist N2N6 in evaluating proposed Cross Domain Solutions (CDS) for network security risks. Determine methods of risk mitigation or avoidance. Conduct periodic assessments of existing CDS systems for compliance with DoD policy and approval requirements. Investigate existence of unregistered CDS systems and take actions to minimize the risk they present to DoD networks while simultaneously bringing the systems into compliance with CDS policy.

  • Assemble and disseminate tasking in response to DSAWG taskers to appropriate N2N6 action officers, Review responses to DSAWG-related taskers, and coordinate/adjudicate as applicable to meet tasker suspense dates., Assist and provide coordinated responses to DSAWG taskers.

  • Prepare letters and memoranda for forwarding to higher authorities and outside organizations per applicable government directives, instructions, and writing guides.  Maintain records or files of correspondence.

  • Review Joint and Navy (OPNAV/SECNAV) publications and instructions for conformance to Cybersecurity policy. Assist N2N6 in drafting Navy inputs to DON, DoD, Joint and Federal policies.

  • Support the implementation of improved Cybersecurity and network security constructs across the Navy enterprise, Participate in internal and external Cybersecurity policy working groups and support advocacy of Navy interests.

  • Assist N2N6 in investigating impact and developing implementation recommendations regarding changes or additions to existing policies, and production of new policies.  Current examples of new policy topics are Identity Management, Public Key Infrastructure implementation, wireless/mobile device usage, and migration to cloud environments.

  • Investigate and present concerns and recommendations regarding new technologies. Participate in defining, refining, and implementing Navy policy to best leverage technology advances while ensuring appropriate risk mitigation in the areas of Cybersecurity.

  • Produce various reports, briefs, charts, naval correspondence utilizing Microsoft Excel, Access, Outlook, PowerPoint and Word.


Qualifications:

  • Active DoD Secret Clearance required

  • Minimum 7 years overall experience (Active/Reserve Duty, USG Civilian, or Defense Contractor)

  • Minimum 3 years in a managerial capacity

  • Excellent communications skills

  • Minimum of Bachelor’s Degree from an accredited college or university – Master’s Degree preferred

  • Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security

  • Working knowledge of the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process and Naval concepts is highly desired
