Navy OPNAV N2/N6 POM Development Analyst

Job Description:  The Navy OPNAV N2/N6 POM Development Analyst shall assist the Deputy Chief of Naval Operations, Information Warfare (DCNO N2/N6) perform fiscal duties and responsibilities associated with Program Objective Memorandum (POM) development. General work surrounds supporting government personnel in all functions associated with PPBE requirement generation, capability development processes, programmatic analysis, oversight, and resource allocation.

Responsibilities shall include, but are not limited to the following:

  • Perform programmatic and financial data analysis using spreadsheets and applicable Department of the Navy (DON) and Department of Defense (DoD) financial databases.

  • Review and analyze Congressional, Office of Management and Budget (OMB), DoD, and DON requirements, programming, and budget guidance and direction.

  • Assist government personnel in the development of PPBE options and courses of action.

  • Develop and present papers, reports, and briefings that summarize PPBE issues and trade space.


Qualifications:

  • Minimum 15 years overall experience (Active/Reserve Duty, DoD Civilian, or Defense Contractor)

  • Minimum 3 years of experience as a member of a POM development/integration team in one of the following areas (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems, Unmanned systems, Information Technology (IT), Space systems, Signals Intelligence (SIGINT), Electronic Warfare (EW), Cyber, or Meteorology/Precise Time and Astrometry)

  • 3+ years of Program Database Management Experience – PBIS, RAPS, SNaP, or other similar DoD programming management database preferred

  • Experience using Intelink, Inteldocs and Sharedrive for publishing and editing products

  • Communication and organizational expertise – Experience supporting DoD programming management organization preferred

  • POM and PPBE process experience

  • Advanced Microsoft Office skills required

  • Minimum of Bachelor’s Degree from an accredited college or university – Master’s Degree preferred


Qualified candidates must possess an active DoD Secret Clearance
