Job Description Provide experienced electronic warfare (EW) liaison/combat developer support to the MCoE Capabilities Development and Integration Directorate (CDID) and Mounted Requirements Division; to include Doctrine, Organization, Training, Material, Leader Development, Personnel and Facilities (DOTMLPF) assessments for tactical ground maneuver formations; supports the EW MRD JCIDS documentation process. Provide experienced electronic warfare (EW) liaison/combat developer support to the MCoE Capabilities Development and Integration Directorate (CDID) and Mounted Requirements Division; to include Doctrine, Organization, Training, Material, Leader Development, Personnel and Facilities (DOTMLPF) assessments for tactical ground maneuver formations; supports the EW MRD JCIDS documentation process. Provides EW SME input for mounted weapon platforms, including the Abrams Tank, Bradley Fighting Vehicle (BFV), Stryker, Ground Combat Vehicle (GCV), Armor Multi-Purpose Vehicle (AMPV), Mobile Protected Firepower (MPF), and Mine Resistant Ambush Protected (MRAP) Vehicles. Provide EW support to MRD/MCOE in the development ofoffensive and defensive actions of the electronic spectrum to include directed energy in three major subdivisions (electronic attack, electronicprotection, and electronic warfare support/electronic countermeasures) for the mounted combat force. Support MRD/MCOE in the document development for nuclear (radiation, electromagnetic) hardening, for both survivability and protection.

Required Skills Requires a bachelor’s degree or equivalent plus 0-3 years experience and the following:

  • Secret Clearance with Top Secret required for EW work
  • Familiar with the Joint Capabilities Integration and Development System (JCIDS) documentation system
  • Familiarity with the Army Concept Strategy and process for developing Functional Concepts and Concept Capability Plans (CCP)
  • Familiarity with the Force Design Update (FDU) process
  • Skilled in performing functional area analysis
  • Minimum of four years experience in electronic warfare (EW)
  • At least two years of specialized experience with DOTMLPF integration of EW into tactical ground maneuver formations.
  • Must have a basic knowledge of Abrams Tank, Bradley Fighting Vehicles (BFV), Stryker, Ground Combat Vehicle (GCV), Mobil Protected Firepower (MPF), and the Mine Resistant Ambush Protected Vehicle (MRAP)
  • Current and working knowledge of evolving organizational structures including Brigade Combat Team (BCT) and multi-functional brigades• Understanding of the Army’s strategies

Job Description Provide Signals Intelligence (SIGINT) Subject Matter Expertise (SME) to the Marine Corps Deputy Commandant for Combat Development and Integration (DC/CDI) Intelligence Integration Division. Integrate, across battle space functional areas, ISR near, mid, and far-term requirements for the support of MAGTF, Joint, and Combined operations. Ensure DOTMLPF solutions represent a thorough analysis of capabilities needed to provide timely, relevant, and tailored combat information and intelligence to commanders and staff. Represent the USMC intelligence community in USMC, other service, and joint forums.

a. Assist in the review, and comment to Intelligence, Surveillance, and Reconnaissance (ISR) and other requirements documents.

b. Knowledgeable of CJCSI 3170.01H and CJCSM 3170.01D and have documented experience in the conduct of Capabilities Based Assessments (CBA) and the development of requirements documentation.

c. Participate in CBA and assist in the identification of USMC ISR requirements, capability shortfalls, and the identification of potential non-material and material solutions and coordinate with other CDD integration divisions, the Operating Forces, and the Supporting Establishment for response to information requirements and participation in IPT/OPT’s.

d. Assist in the development of or draft JCIDS documentation and DOTMLPF change Requests (DCR) related to current or future ISR capabilities.

e. Represent IID at USMC, and Joint ISR-related meetings, planning sessions, and/or conferences, as directed.

f. Assist in the development of info papers, briefs, and other presentations.

g. Assist in the staffing, comment to and development of recommended solution briefs for Universal Needs Statements (UNS); Urgent Universal Need Statements (UNNS): and Joint Urgent Operational Needs.

h. Assist in the management of USMC Intelligence doctrine publications.

i. Assist in the management of intelligence TAMCN in the Total Force Management System (TFSMS)

j. Assist development efforts associated with POM build and POM initiatives and Overseas Contingency Operations (OCO) requests.

k. Provide research and analysis on assigned intelligence-related taskers in order to respond to publications and transmissions of information about agency programs to internal and external audiences.

l.  Coordinate meetings, record minutes, consolidate and adjudicate  comments for Intelligence Integration Division Capability Based Assessments (CBAs) in conjunction other CDD integration divisions, the Operating Forces and the Supporting Establishment.  

Required Skills Requires a bachelor’s degree or equivalent plus 7-10 years of experience and the following:

  • SME’s shall have documented practical experience or background at a level commensurate to a senior staff non-commissioned officer, commissioned officer, or equivalent civilian position in the following areas:  Signals Intelligence (SIGINT).
  • Top Secret Clearance with current TS/SCI eligibility
  • Familiar with the Joint Capabilities Integration and Development System (JCIDS) documentation system
